So i am using the built in chat system, so the admins/mods have an "@" on the front of the name so how would i add the @ to the chat system?

You would need to make some sort of custom chat system to even be remotely able to change chat names, as this is not possible with the built in chat system.
With a custom chat system you can do anything you want to with chat, such as change individual colours, names, anything you want.

As Ytsim said, the chat does not support changing the usernames. You might be able to 'hack' it in by continuously scanning & modifying the ds_list 'global.__chatsendername'. It stores the names of the senders of all chat messages. No guarantees that it will work properly if you modify internal GameMaker Server things though.
