Update 1.9.9f released

This update contains a patch that fixes the GameMaker Server-extension for GM:Studio Version 1.4.1767 and higher.

Additionally, it fixes gms_admin_kick and gms_admin_ban for the GM:Studio (All) version.

Not really a bug but: the download link is messed up and linked to version 1.9.9g, which caused "Page not found" error because the lastest version is 199f.

If you can't download simply change the 199g in the link to 199f and it'll work perfectly.

Oops, I meant to upload 1.9.9g but messed up. The link should be fixed now.
