Some help with session host building perm
so, I want that if the host made a session that he has build perms and is able to build but the others not, does it work in any way?

The only server-enforced mechanism for this are the player BDBs, though you could also use INIs to store additional info like jdev suggested.

You should try holding this data in INI's, that way there's no way it can go wrong. I am pretty sure sessions are either not owned by anyone and are just waiting around for something to happen, and if nothing happens it will delete itself.
