how to properly use ? gms_optimize_set_spc & gms_optimize_set_sendspeed?
im so confused or can you please submit a sample code?

Just let sendspeed be whatever the default is (unless you've got a good reason to want less frequent updates).
There's no good heuristic for what to use for gms_optimize_set_spc as this largely depends on your game. My advice would be to go through all of the options one by one to compare them, and then choose the setting that you like most.
